Who's to say. Thread starter Brave Heart Start date Jul 9, Hi all, I have a question concerning a scene from US TV show the OC, where two women are talking about a boy, who has been involved in some incidents.
One of the women goes, "They may forgive and forget, but I don't. Who's to say he won't do it again? And, is this expression common in daily use? The expression is quite common, and you could write the phrase "who's to say" as "nobody can say" or "nobody can predict that. Thanks bibliolept. I appreciate your help.
